If your site is a portal one and it is targeted at a specific location, then such listing should work really well.
Unless the goal of the site is to generate ad revenue, I’d stay away from this, even if it is in some way related. If you have a home repair site or a moving business, you don’t need this added distraction on your site.
@Nick, Well, if it is a small 5 page site, than adding any new section, unless it is very, very closely related to the business is a distraction.

Not sure about this tactic. When you have unrelated content on your site, it can invite unrelated links to your site and that can mess with domain authority. Sure, getting more links is great, but when they’re unrelated, it invites too much confusion from Google.
I’d, at the very least, get an address and phone number in the footer sitewide to start even thinking about optimizing pages lof local SEO.
The address and phone number in the footer are a must for every site that tries to rank well locally. If the niche is unrelated, then of course the tactic with real estate classifieds won’t help, so it’s pointless to do it.
